Can this be used with an electrical element for summer heating (when central heating is not in use)?
You can convert this to a dual fuel towel rail by combining a heating element such as PWCT0018 with a controller like WALLPLTBLK

Can it be installed with pipes from the floor?
Yes - as the water inlets are on the base of the towel radiator, you can use straight valves to connect to pipework on the floor.

Hi, Are the brackets adjustable as this will not be being installed on a flat wall?
No - Unfortunately the brackets are fixed in position.

Does this come with valves?
It doesn't come with the valves as the valves you need will vary depending on where your pipework is coming from. Generally if the pipework is coming up from the floor you would need straight valves. If the pipework was coming from the wall you would need corner valves. (if you want the valves to point under the radiator) or angled (if you want the valves to point into the room) You then have the choice of either manual valves or thermostatic valves (where you can control the temperature).
