How high does the cistern need to be
This would depend on the concealed cistern that you order and the pipe length that is supplied with the cistern. There is no standard fixed height.

Do I need a new cistern
This toilet just requires a concealed cistern behind the wall, together with a flush plate/flush button. If you have one of those already, then there is no need for a new cistern. Please use the following product code as an example: OBCCNC001
Please note: a comfort height toilet pan wouldn't be compatible with a toilet unit, as the cistern would be too high to fit.
